General working hours for tasks causing noise and vibration

(according to the City of Turku decision of 27 October 2025, valid until 30 June 2026)

  • Construction and demolition work: weekdays 7:00–18:00

  • Drilling, blasting and piling: weekdays 8:00–18:00

  • Concrete crushing: weekdays 9:00–17:00

  • Indoor demolition work (chipping): weekdays 7:00–20:00, up to two Saturdays per month 9:00–16:00. (During school summer holidays: weekdays 9:00–18:00)

  • No work is carried out on public holidays or equivalent days.


To reduce noise, vibration and dust, the site uses noise barriers, vibration monitoring and dust control measures.

About the project

The Kaskia Wellbeing Block is being developed to meet future housing, care and community living needs in the heart of Turku.

It will combine homes, wellbeing services and shared spaces – creating a natural meeting place for everyday life.

The project is being developed by Stiftelsen Eschnerska Frilasarettet, a Turku-based foundation, in collaboration with C.G. Sundell’s Foundation.

Construction began in 2025, with the first buildings scheduled for completion in 2027.

Parking garage construction progresses – piling for Kaskia 55 + to begin at the end of July

Construction site update for weeks 25–26

Construction work at the Kaskia Wellbeing Block continues throughout the summer in several areas. Blasting work for the parking garage has been completed, and excavation work is currently underway on the site. At the same time, work is focusing on the parking garage foundations and ensuring the watertightness of the bedrock.

During the summer, a watertight concrete wall will also be constructed between Kaskia 55+ buildning and the extension of the future social and healthcare centre.

– Ensuring the watertightness of the bedrock and soil in the parking garage area has proved more demanding than anticipated. The work is progressing well, but additional measures are still required to ensure full watertightness. We have discussed the matter with the authorities and adjusted the order of the work phases accordingly, says Matti Koivu, Site Manager at Lujatalo. As a result, piling work for the Kaskia building is now expected to begin at the end of July instead of the previously planned schedule.

Work progresses in the Tower Building and healthcare centre

Construction work in the Tower Building is progressing well both indoors and on the façades. Installation of the new balconies continues, as do façade rendering works.

At the same time, the final demolition works and the construction of new facilities are underway in the existing section of the future Kaskenmäki Social and Healthcare Centre.

Rendering works on the healthcare centre will begin in week 27. Before the work starts, the car shelter located next to the gable wall facing Sirkkalankatu 34 / Berggatan 8 A will be demolished and façade scaffolding erected. Once the work is completed, a new car shelter will be built as previously agreed.

Traffic arrangements remain in place

Traffic arrangements around the construction site will remain largely unchanged during the summer. Sirkkalankatu will be closed at the construction site in September 2026 due to excavation works. More detailed information about the traffic arrangements will be provided before the work begins.

The size of the construction site and safety requirements will continue to require special traffic arrangements.

Construction activity slows down temporarily during the summer

Work will continue throughout the summer. Due to the holiday season, activity on the site will be quieter mainly during weeks 28–29.

A new noise permit is currently being applied for upcoming construction phases. Any work causing significant noise will be communicated separately before it begins.
